Steps to Apply, Get Approved and Spend ESA Funds

This user-friendly platform is designed to help you navigate the diverse landscape of Education Savings Accounts across different programs. As a parent, this tool will show you a an easy to understand outline on the steps you need to take in order to set up an ESA and how to access the funds.

From the list of state programs below, simply select the specific program you would like to explore. The results will show you a simplified overview of the steps to apply, get approved and spend ESA funds. Where available, we also provide links to applications and other resources.

NORTH CAROLINA: Personal Education Student Accounts for Children with Disabilities Program

  • APPLICATION AND APPROVAL: APPLICATION AND APPROVAL
  • Application And Approval Steps:
    • Step:

      Create a MyPortal account and add a student as early as December  

    • Step:

      Apply for the ESA+ scholarship between 2/6 and 3/6 

    • Step:

      Complete application in MyPortal

    • Step:

      Parents must complete one application per child

    • Step:

      Info needed for application: 

      1. Student info including SSN 
      2. Parent/guardian information including an SSN or individual taxpayer identification number. 
      3.  IEP documentation from the North Carolina Public School IEP or Department of Defense School issued within the last 3 years, which must be submitted within 3 weeks of applying. 
      4. School information 
      5. Household information 
      6. Driver’s license number of the parent of record 
    • Step:

      After applying you will see an action item on your MyPortal to do list. This the parent/guardian will need to upload the documentation of a disability. 

    • Step:

      MyPortal will notify if student is eligible or ineligible by early May, eligible students will either get award offer or waitlist notification 

    • Step:

      All applications are subject to residency verification 

  • SPENDING ESA DOLLARS: SPENDING ESA DOLLARS
  • ESA dollars steps:
    • Step:

      Get an invoice

    • Step:

      Login to ClassWallet from your school or provider at the time of service

    • Step:

      Click “Pay Vendor”

    • Step:

      Search list for participating school or approved provider and select vendor you would like to pay. 

    • Step:

      Upload invoice issued by school or provider. 

    • Step:

      Enter amount, purse funds, and expense category.

    • Step:

      Submit for ESA staff to review.
