Steps to Apply, Get Approved and Spend ESA Funds

This user-friendly platform is designed to help you navigate the diverse landscape of Education Savings Accounts across different programs. As a parent, this tool will show you a an easy to understand outline on the steps you need to take in order to set up an ESA and how to access the funds.

WEST VIRGINIA: Hope Scholarship Program

  • Application And Approval Steps:
    • Step:

      Create online account with EMA portal 

    • Step:

      Fill out online application with student information

    • Step:

      Upload student's birth certificate 

    • Step:

      Document West Virginia residency

    • Step:

      Provide student's grade level

    • Step:

      Provide student's WVEIS ID number 

    • Step:

      Submit Notice of Intent Form to county superintendent

  • SPENDING ESA DOLLARS: SPENDING ESA DOLLARS
  • ESA dollars steps:
    • Step:

      Use EMA portal to confirm school enrollment

    • Step:

      Invoices for tuition and fees to a participating school are initiated by the participating school, and Account Holders will receive a notification in their EMA portal to confirm their child’s enrollment at the school and tuition amount before payment is made to the school.  

    • Step:

      Purchases of educational services (other than tuition and fees) are made through the Find Providers function in the portal.

    • Step:

      Purchases of goods and commodities are made through the MyScholarShop electronic marketplace.
